  • Project rationale

    Taraku Mills Limited is a private company incorporated on 31st day of October, 1986 to process 72,000 tones/annum of soya bean and 120,000 tones/annum of maize into refined vegetable oil, soya bean meal, maize flour, maize grits and animal’s feeds, the Benue State Government is in need of partnership to actualize this aim. The company was designed to market its products through distributors and regional sales with the country. The company aims to sell to major companies who need their products as raw materials for their factory e.g. Animal feed producer, four products vegetable oil, soya meal, maize grits. The factory will source its raw materials from the farmers within and outside Benue State, this will reduce waste and losses of farm produce from soybeans and maize farmers..

  • Description of asset

    The factory has a wide range of assets which are necessary for effective operation and service delivery, the assets include: Buildings: production block, warehouse, administrative block, security post, and 300 tones storage tank for crude vegetable oil etc. Plant machinery spares: 4 giant silos each with a capacity of 250 tones Generating plants: 7 giant power generating sets with total output of 5 megawatts Vehicles: staff busses, trucks Laboratory: a well equipped laboratory for quality control test .

    The factory offers services a wide range of service such as: 1. Serves as a market place for farmers and traders of soybeans and maize 2. Refining and processing of food products such vegetable oil, soybeans meal, maize flour, maize grits. 3. Refining and processing of animal feeds 4. The factory serves as a source of raw material for other industries such as brewery industry which uses maize grits in production. .

  • Rationale for selection of PPP model

    The factory is built by the Benue State Government and operated for a number of years before the PPP was initiated, the Government adopted a Build Operate Transfer (BOT) model was adopted for the partners to upgrade facilities and maintain them for a period of 15 years after which the PPP will be renewed or the factory will be transferred back to the State Government. The PPP done publicly to identify partners with the requisite private sector technology and innovation to improve the operational efficiency of providing services and improving the management system of the factory. .

  • Stakeholder Consultations

    The various stakeholders of the Benue State particularly, the Benue State Government, Ministry of Commerce and Industry, Gwer-East Local Government Chairman, staff and stakeholders from the Host community were adequately consulted and involved in the process of the PPP pipeline agreement. The various stakeholders were of the view that the factory will be managed better under the private sector through PPPs. This made the state Government and the Ministry of Commerce and Industry to active the process of partnering with private sector to revive the factory for effective management and production processes..
